Yes that's very true, a British act who is only popular in Britain can headline without any problem as their worldwide status is to some extent irrelevant.
A worldwide star who perhaps isn't considered a stellar act in Britain could still headline because of their worldwide popularity.

Anyone else think the three headliners might just be completely unexpected? Everyone (including me) is saying U2, Radiohead, Coldplay, Kylie etc but there has to be at least one headliner that's going to be unexpected.
The only question is who.
Saying that, I'll probably be completely wrong and it will be Coldplay and the usuals

red hot chillies, (they're releasing new stuff soon aren't they?)
KOL
arctics
arcade fire
the strokes
eminem
bob Dylan
the killers
Paul mccartney
Noel gallagher?
not that I want all of these but they must be in with contention
and first time headliners...

kasabian - Could potentially do it if they have a new album out by then. If not next year maybe they'll headline 2013
foo fighters - They would be my choice to do it, gotta be likely. Seem to remember they were seen at Worthy at some point
red hot chillies, (they're releasing new stuff soon aren't they?) - Again would love to see them, but only if they were back on form (circa 2003 or whenever). Without Frusciante I feel like they've probably lost something but could still put on a great show
KOL They seemed to get huge the same year as headlining Glastonbury, I'm sure they'd love to do it again?
arctics Not sure what they're doing at the moment, could be contenders.
arcade fire Apparently they weren't fond of Glasto in 2007 but they would put on one hell of a show, I can only imagine how good Wake Up would be.

eminem MTV said Eavis wants him, dunno how much credibility is in the story. I'd love it, very talented rapper.
bob Dylan I'd love to see him but I feel like I would be dissapointed
the killers Think they might be on hiatus? Not sure.
Paul mccartney Would love this, he's a Beatle after all.
Noel gallagher? Could maybe do it on the strength of Oasis' back catalogue but unlikely I guess.

Was made to watch Alan Carr's chat show last night and saw that Kylie dropped what I took to be a huge hint that she will be back. Whether that be as a headliner or not though is anyones guess...

Exactly - No idea.
Something along the lines of - It was great to come on for just the short while with the Scissor Sisters as it was my first time at the festival and it was a nice way to ease me in gently. Could have meant nothing, but I reckon it was refering to a future slot.

Take That would be such a parochial headline booking for a festival that is not only the world's best but is looking to reach a global audience with tv exposure, etc... Very few people in America, for one, have even heard of Take That. let's not mix up 'biggest act in Britain' with 'one of the biggest, most recognized artists in the world'
I am most certainly not the biggest rah-rah American, but it is a big music market and if you haven't made it there, you can't consider yourself a global artist. Oasis weren't a truly global success until 'what's the story' broke in America. Take That would be hard-pressed to sell out Joe's Pub in America (if UK expats based there were denied entry, that is)
