If the headliners are Blink, GNR and Arcade Fire I think that the days will look something like this:
Friday:
GnR
Queens of the Stone Age
Saturday:
Arcade Fire
The Libertines
Sunday:
Blink 182
My Chemical Romance
Basing that around Leeds days, I think it sound about right

hmm, Saturday at Reading has traditionally had a more "mellow" headliners on the Saturday. So if thats true then it'll be Blink on Sunday.

Assuming that they can play any days I think it'll be:

personally think the cribs 3rd would be a bad booking, 4th yes but could easily fit in a better 3rd place.

The Cribs, are equally big as Maximo Park who played 3rd last year.
Similar size Back Catalogue, similar venues sizes etc . . .

they're nowhere near as big as Maximo Park
Maximo's albums have reached number one (and other high spots) and they've had loads of hit singles (and everybody knows who they are)
The Cribs highest album was number 8, and their highest single reached number 13 (and they're still quite a cult band despite all their success)
The Cribs would be fifth, fourth at a push

I personally don't reckon they are up to much, or big at that matter, but i reckon they will get around fourth or maybe special guests?

my memory might be hazy here but . .
Maximo played NME Headliner 06, returned 09 with a new album and played 3rd, all after touring 02 academys and uni's.
The Cribs Headlined NME in 07, will return '10 with a new album BLAH BLAH

Based on what someone said above about blink not being able to make Friday (if they can do friday id expect friday and saturday to be swapped round) Also if you base it off what Rob Da Bank said about the line-up being a funny mixture(not in those words, CBA to find the quote)I'd say:
Friday
Arcade Fire
Queens of the Stone Age(been booked for a while maybe)
"Special Guests"The Libertines (based on special guest spots in the past never being massively high, and maybe a headline slot in 2011)

Maximo have done at least two arena size gigs at the metro radio arena. (It is in newcastle like, where they are from)

The Sunday nme tent is way too optimistic. There's three possible headliners out of those four, and I wouldn't be surprised if they were actually headliners on different days. I doubt FF would headline the NME on the Friday, and if LCD were to play, i think they'd headline dance, or play low on main. Other than that, looks good.
