Who is 100% to play, i hear cribs and mgmt are 100% is this true?
also i know courteeners are at V so does this mean they wont be at leeds 100%?

they played last year so no big loss that they arent playing this year

Thing is a lot of the bands playing V this year played R&L last year. So R&L won't be bothered at all.
Also the repatition of acts gets a bit boring especially on the top two stages. I don't mind when bands step up from the lock-up or FR stage to NME or Main, but when ther are constantly booking the same bands it gets boring.

so why do they only show us the line up when the tickets come on sale?

Panic buying.
It always sells out quickly and people know that, so they release the line-up the same time as the tickets knowing lots of people will be buying anyway. This in turn then causes the unsure people to get one anyway even if the line-up does not suit them.

You should get one.
If you get on there early and keep trying all sites you will get through eventually. I'm sure it does not sell out until later on that night early in the morning, the longer it goes on the easier it is to get on as there is less traffic.

Campervan & Caravan permits cost £20 plus booking fees
Early entry passes cost £15 plus booking fees.
You can buy from our online outlets whereby an online transaction booking fee will be charged. Different agents will charge different fees, please check them before you buy. Maximum of 4 tickets per household.
Tickets from HMV will be on sale the following day (Tuesday 30th March) from 7am.
