I'd have thought E6 were the least likely of that whole list to headline the Lock Up.
Wouldn't be suprised to see a few from that list playing. Can't be 100% though as bar the headliners I am just going off other peoples predictions.

-I can see Sum 41 headlining the lock-up, possibly with a main stage slot earlier in the day.
-If they play I reckon E6 would be halfway down the NME, possible outsiders for FR headliners,
-Black Stone Cherry 3rd or 4th on the main (been at Download the last two years, not at Soni yet AFAIK)
-Weezer seem very likely to play third on the Blink 182 day
-Lostprophets allegedly self confirmed and I can't see them playing lower than second main, most likely to MCR
-Billy Talent played last year, but if they're around again will probably be on the main, same for Rise Against

I bet Weezer would be fourth rather than third.

Sum 41 are playing a big north american tour ending mid august. So its definately possible that they may fly over for a couple of european festivals, but at the same time they'll prob be shattered and might take a lil time off
