Enough blue sky to make a man a pair of breaches?

Just read the last new letter and am now rather curious to know what the closing statement of:

"And, remember, if after a rain you can see enough blue sky to make a man a pair of breaches, it will clear."

Is it some old saying I nor Google have never come across, some cryptic riddle or an allusion to a song by an artist who's playing and catalogue I don't know well enough?

My granny used to say it but her version was 'enough blue in the sky to make a sailors trousers' So yes, an old saying but it obviously has different versions!
