People camping outside already?!

So, the bf drove right past Pilton/festival site today and said there are people in campers and tents and stuff, and people walking along with backpacks and so on, already!
Is this normal, do people usually just camp outside the gates for a few days waiting for the festie to open?
I said it was probably just staff but he said it was campers with parking stickers?

Could be workers. The police move people on if they go and camp outside too early.

All workers who go on site from yesterday had to show car park stickers and wristbands.

Surely they wouldn't force staff to camp OUTSIDE the festival ?

No but the op said that people were walking along with rucksacks and i guess driving along in campers.
There is a security campsite away from festival camping, maybe it's that.
No one would be allowed to set up camp outside now, the villagers would be up in arms.

Maybe it is a fiendish scheme by a villainous villager to have the festival stopped by them camping out themselves and thus having something to complain about in their villager guise.
